November 30, 2009In a subsequent interview with colleagues, Mickel acknowledged having sex with the woman while on duty but said it was consensual.
The woman, 46, had been arrested twice before for prostitution and he often encountered her on the job, Mickel reportedly told police. She would “act friendly toward officers, sometimes flirting with them and telling them she loved them,” Mickel said, according to police reports.
On the night of the incident, the officer pulled over a vehicle the woman was in and ordered the driver to go home, he said. Mickel said he never intended to arrest her. He was giving her a ride home when she came on to him and he relented, he said.
The woman said Mickel threatened to arrest her for prostitution if she didn’t have sex with him.
