San Antonio Escorts: Undercover vice unit targets south-side johns in ‘tricky’ sting

… We’re going to use some of our undercover female officers to act as prostitutes and see if they will be propositioned by these men,” says Sgt. Barney Whitson.
Within 90 minutes detectives had arrested three suspects. Each one is accused of offering cash in exchange for sexual acts.
“They’re just as big as a problem as the female prostitutes are,” Whitson points out.
The undercover investigation stems from concerns from those living in and around the south-side neighborhood where the operation is taking place.
Whitson says they will continue to target those breaking the law on San Antonio streets.”We put it together pretty quick and get it done,” he said.
To prove that point, within the last eight weeks officers have arrested more than 40 women on prostitution charges on the city’s south side.

The woman, who has been arrested for prostitution before, claims Mickel said he would arrested her again unless she had sex with him.

Mickel’s plea came at a time when the SAPD was marred with negative publicity over sexual misconduct allegations, and “in that context, the city thus condoned this pattern of abuse, which continued through the time of plaintiff’s oppression and assault,” her lawyer, Ricky J. Poole, wrote in the suit.
Mickel was arrested in July 2009 after admitting to internal investigators that he had sex with the woman, who is now 47.
She had two prior prostitution arrests and was in an East Side area where prostitutes loiter when a man picked her up in his truck on June 26, 2009, according to published reports. Mickel stopped the truck, ordered her to sit in the back of his patrol car, told the man to leave, then told the woman he would arrest her a third time if she didn’t have sex with him, which she did unwillingly after he drove to a secluded area, the suit said.

The location and its features seem to have been considered familiar. After sitting through the lectures, says the Concept-Therapy ad, “You may sit on the patio, under the Texas stars, and enjoy refreshments (while) beautiful music soothes your weary nerves.” From Mountaintop, promises the ad, “You may view the lights of San Antonio in the distance, and the cool, fresh, invigorating air will rejuvenate you and cause you to feel at peace.”
Lest anyone confuse this new incarnation of Mountaintop with the jumpin’ jive joint of the war years, the ad warns, “No beer, no wine, just health,” further cautioning, “This institute is for serious people,” presumably not the ones who made the trip up the hill to see ecdysiast Zorima, “queen of the strippers,” a few years earlier.

2003: On April 15, Matthew Jarrell was arrested in Baltimore and charged with possessing a handgun in a vehicle, possessing a handgun on his person and prostitution– general. Details on the prostitution charge and the overall case were not available.
The charges regarding prostitution and having a handgun on his person were dropped, court records indicate. He pleaded not guilty to having a handgun in his vehicle, but was found guilty at trial. He was sentenced to 18 months’ probation and fined $250.
